requires electronic access to the full text of United States securities
regulatory manuals and other related documents. These manuals and other
related documents are issued by such organizations as the SEC, Self
Regulatory Organizations and similar organizations including the
National Association of Securities Dealers, Inc., New York Stock
Exchange, Inc., Chicago Board of Option Exchanges, Inc., other
exchanges, and the Municipal Securities Rulemaking Board. Such
information must be accessed and updated using CD-ROM technology. The
service must be compatible with current hardware and software of the
SEC data processing environment. The SEC has been receiving such
services from Compliance International Inc. which provides the
essential information in the required format. As a result, the SEC
intends to purchase securities and other related documents in an
electronic format from Compliance International under a single contract
for fiscal year 1999, with options to extend performance for 4
