The United States Information Agency's International Broadcasting Bureau (USIA-IBB) intends to negotiate and award, on a non-competitive basis, a contract to AC Nielsen of Hong Kong for the purchase of proprietary off-the-shelf audience survey data on international and domestic media use. The proposed procurement is subject to availability of FY-98 funds. The required data is from AC Nielsen's 1998 Media Index surveys in the following Chinese cities: Beijing, Shanghai, Guangzhou, Hangzhou, Chengdu, Chongqing, Nanjing, Quingdao, Shenyang, and Wuhan. The data is proprietary to, and is only available from AC Nielsen. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1(a)(2), 41 U.S.C. 253(c)(1). This Notice of Intent is not a request for competitive proposals. Interested firms or persons may however, identify their interest and capability to provide the above-stated Chinese audience survey data. In doing so however, all such proposals for consideration must be received the Government not later than September 21, 1998. A determination by the Government not to compete this proposed contract based upon responses to this CBD Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this CBD Notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
