The intent of this study is to determine the most efficient and cost effective method of providing logistical support services in the management and operation of the Directorate of Logistics (DOL) at Forts Richardson and Wainwright, Alaska. This notice does not constitute a commitment by the Government. The study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide theses services is being developed and a contract may or may not result. Requirements include the following major functions: Logistics Supply and Service, Maintenance, and Transportation. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Requests for Proposals (RFP). RFP issuance date will be on/about 12 February 1999. Any resultant contract will have a performance period consisting of a base year with four option years. A Cost Plus Award Fee contract is contemplated. A complete technical, management, quality and cost proposal with associated documentation will be required. All responsible sources may submit an offer which will be considered by this agency. Copies of any resulting RFP will only be provided in response to written requests. No telephone requests will be honored. Respondents should indicate whether they are a small business, small disadvantaged business, or large business concern and include their address, telephone and fax numbers.
