336-4737 REQUEST FOR INFORMATION. The MILSATCOM Joint Program Office
plans to host a series of Government/Industry Interchange Conferences.
These conferences will assist the government in the formulation of the
SHF/Ka Gapfiller requirements and acquisition strategy. Industry will
be invited to participate in the development of requirements for the
Operational Requirements Document (ORD), the Technical Requirements
Document and the Payload/Terminal Interface Control Document. The
Government will begin a requirements analysis process using Cost as an
Independent Variable (CAIV) techniques to determine a set of
affordable requirements for the ORD. Industry will be invited to
participate in this process. In addition, this RFI will initiate the
discussion of all acquisition related activities for determining the
final acquisition strategy and content of the RFP. A full and open
competition for the design, development, and production of three
Gapfiller satellites and associated ground control is anticipated.
These satellites will augment and extend the SHF X-band services of the
DSCS III constellation, the Ka global broadcast services of the last
three UFO satellites, and add new Ka two-way services from the three
new Gapfiller satellites. The conferences will occur regularly over the
time period between October 98 and April 00, when the RFP is expected
to be released. Notices for future conferences will be sent only to
those companies responding to this announcement. At the first meeting
the government will present the overall program strategy, outline the
CAIV process and discuss the schedule for the requirements development
effort. Industry will be asked for feedback on the information
presented. The conference will be held on Oct. 7,1998 at The Aerospace
Corporation, 2350 East El Segundo Blvd. Building A-8 starting at 8:30

This request is for information and planning purposes only. It is not
a request for proposal, and does not commit the Government to pay for
preparation costs. Respondents are advised that no contract will be
awarded solely on the basis of a response to this RFI or any follow-up
information subsequently submitted. This information will be used to
support the acquisition of the Wideband Gapfiller satellites and
associated ground control. A subsequent announcement in the Commerce
Business Daily will be published prior to issuance of any RFP. See note
