Forktruck part numbers are for reference only. This combined synopsis solicitation is set aside 100% for small business. In accordance with FAR 52.216-19 ORDER LIMITATIONS the estimated maximum quantity is 720 each. Minimum guaranteed quantity is 100 each. The contractor will not be obligated to honor a series of orders for, from the same ordering office, within a 15 day period that together call for quantities exceeding the maximum order limitations of that item. However, the contractor shall honor orders exceeding the maximum order limitations unless the orders, or order is returned to the rdering office within seven (7) calendar days after issuance with a written statement expressing the contractor's intent not to ship and the reason. Delivery shall be FOB Destination, UNICOR, Federal Prison Industries, Inc., FCI Estill, 100 Prison Road, Estill, SC 29918. In addition two other locations may request deliveries of fork truck tires. Victorville, CA and Three Rivers, TX. Delivery is 30 days after receipt of order. The following provisions apply to this acquisition: FAR 52.212-1, Instruction to Offerors-Commercial Items, FAR 52.212-3, Offerors Representations and Certifications-Commercial Items. Quote and certifications may be sent by facsimile at (202)305-7363. Offers may be submitted on the SF33 or letterhead stationary. The date and time for receipt of bids is September 30, 1998 at 2:00pm Eastern Standard Time. Offers must indicate solicitation number, time specified for receipt of offers, name, address, and telephone number of offeror, technical description of the item being offered in sufficient detail to evaluate any discount terms, remit to address(if different than mailing address) a completed copy of representations and certifications at FAR 52.213-3, acknowledgment of all amendments, if any. If offer is not submitted on SF33, a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. All offers that fail to furnish required representations and certifications or information or reject the terms and conditions of the solicitation may be excluded from consideration. Offeror must hold prices firm in its offer for 30 calendar days from the date specified in receipt of offers, unless another time period is specified. Offers or modifications to offers received at the address specified for the receipt of offers after the exact time specified will not be considered. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation that is most advantageous to the Government, price and other price related factors considered. The following factors shall be used to evaluate offers: EVALUATION OF PRICE: Price shall be evaluated by multiplying them by the quantity shown for the respective item listed, with the appropriate Buy American differential, if applicable. Discounts for early payment, if offered, will not be considered in the evaluation for award. DETERMINATION OF AWARD: The Contracting Officer will make contract award in accordance with FAR provisions 52.215-16, CONTRACT AWARD. The Government intends to evaluate proposals and award a contract after conducting written or oral discussions with all responsible offerors whose proposals have been determined to be in the competitive range. Any solicitation amendments issues by the Contracting Officer must be acknowledged by offerors. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before a offer specified expiration time, the Government may accept a offer or part of an offer after its receipt unless a written notice of withdrawal is received before award.
