The Space and Naval Warfare Systems Command and the Program Executive Office-Space, Communications and Sensors (PEO-SCS) located in San Diego, CA is seeking local small business sources capable of performing an organizational review to determine the optimal organizational structure, staffing, and processes for SPAWAR Headquarters and the PEO-SCS. SPAWAR/PEO-SCS is seeking ways to reduce infrastructure costs and achieve cost savings by improving the efficiency of its operations. A review of the entire organization shall be performed to identify areas for possible streamlining, consolidation, reengineering and/or restructuring. The review shall include a detailed organizational and financial analysis/study of all functional areas and shall focus on the total costs of doing business. All civilian, military and direct contractor support positions are included; mission-funded positions as well as inherently governmental positions. Personnel on-site at the SPAWAR Headquarters San Diego facility and the Washington, D.C. area are included. SPAWAR Systems Centers at Charleston, Chesapeake and San Diego are not included in this effort. The contractor shall be familiar with the structure, systems, and legal and regulatory requirements within DoD and the Navy, and how this framework affects and sometimes dictates operations at the Systems Command level. The contractor shall also be familiar with the operational requirements of a Command involved in major systems acquisitions. Interested small business concerns with existing principal offices located within a 50 mile radius of the SPAWAR Headquarters office located at 4301 Pacific Highway, San Diego, CA 92110-3127 are sought for this effort. For the purposes of this procurement, a "small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding, and qualified as a small business under the applicable Standard Industrial Classification (SIC) Code. The SIC code for this effort is 8742 and the small business size standard is annual average gross revenue for the past three years of no greater than $5 million. Additional information regarding small business size standards and definitions may be found at Federal Acquisition Regulation Part 19. Interested sources shall affirm their small business size status under SIC code 8742 and provide information that briefly describes their experience and past performance in accomplishing reviews that are similar to the organizational review and objectives described herein. Offerors shall describe their approaches to meet review objectives. Offerors shall list the organization(s), date(s) of the review, and point of contact and current phone number, for each of the reviews referenced. If available, provide information on the results of past reviews in which the offeror's recommendationshave been implemented.
