This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. The solicitation number is
F0470098T2114. This solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-5.
The standard industrial classification code is 8299. The size standard
is $5.0M. This acquisition is unrestricted; it is not set aside for
small businesses. The acquisition is for the following services
non-personal: the contractor shall provide all labor, tools, equipment,
materials, and transportation required to perform the following
service: National Registry paramedic training course for ten medical
military personnel from the 95th Medical Group. The Contractor shall
ensure California licensure once the National Registry criteria have
been met. The Contractor shall provide five (5) months of didactic
classroom instruction, 450 hours of clinical studies, and 500 hours of
field training. The course shall start on or about October 1998. The
didactic and clinical instruction shall be completed by on or about
February 1999, and the field training shall be completed by May 1999.
The Contractor shall provide all the course training materials required
for California Paramedic Certification and licensure. The military
paramedics shall be allowed to participate in Kern County Emergency
Medical Services Department's training programs for skill maintenance
and enhancement. The Contractor shall provide a "ride-along" service
for the military paramedics not receiving adequate skill enhancing
ambulance responses in conduction with their military duties. The
Government shall provide a classroom, copier support, miscellaneous
medical supplies for training use only, and audio visual equipment
needed for the training. Contractor shall be certified by the State of
California and Kern County to provide the required training and to
assure that the military paramedics will be certified and licensed in
the State of California and Kern County upon completion of the course.
Offerors are required to submit with their quote their State of
California and Kern County certificates and licenses evincing that they
are approved to teach the course. Period of performance is on or about
October 1998 through on or about May 1999. The following provisions

shall be used to evaluate offers: technically acceptable lowest priced
offer. Offerors must include a completed copy of the provision
52.212-3, Offeror Representations and Certifications -- Commercial
Items with the offer. If the offeror does not have a copy of this
provision, contact the contract specialist to receive a copy. The
following DFARs clauses apply to this acquisition: 252.212-7001,
