acquisition is for two contracts for a broad range of maintenance,
repair, and minor construction work on real property at Vandenberg AFB
and its associated sites. This work is required in support of 30th
Space Wing CES, Base Civil Engineer (BCE) activities. The contracts
will be indefinite delivery-indefinite quantity type contracts and will
include a wide variety of individual construction tasks as identified
in the Unit Price Book (UPB). During the contract period, the BCE will
identify construction tasks required to complete each specific job,
and the 30th Contracting Squadron will negotiate and issue individual
delivery orders to the contractor to complete those jobs. Each
successful offeror shall be provided a fair opportunity to be
considered for each order in excess of $2,500 in accordance with the
solicitation's clause at AFFARS 5316.506, Awarding Orders Under
Multiple Award Contracts (May 1996). Each contractor will be required
to furnish all materials, equipment, and personnel necessaryto manage
and accomplish the projects. Each contractor will be require to
maintain a management office within 45 miles of Vandenberg AFB in order
to receive delivery orders and provide other management services
related to accomplishing individual jobs. Individual jobs will vary in
size and complexity. The jobs will include tasks in a variety of
trades, including carpentry, road repair, roofing, excavating, interior
electrical, steam fitting, plumbing, sheet metal, painting, demolition,
concrete masonry, and welding. The guaranteed contract minimum is
$50,000 and the proposed maximum is $5,000,000 per year per contract
(exercising of options remaining the Government's unilateral right).
The performance period will be a twelve-month basic year with four
twelve-month option years. The proposed contracts are being considered
for SBA's Section 8(a) Direct Award program for a nationwide
competition and the clause at DFARS 252.219-7009, Section 8(a) Direct
Award (Jun 1998), will be included in the solicitation. TheGovernment
anticipates significant subcontracting activity under the SABER
contracts. The solicitation is expected to be released on 1 December
1998. The complete text of the solicitation will be available for
downloading from the 30th Contracting Squadron's website, currently at
http://www.vafb.af.mil/orgs/log/cons/busops.html. Interested offerors
are invited to send an e-mail before 13 November 1998 (with no
attachments) to clarkejo@vafb5a.vafb.af.mil requesting to be informed
of any changes to the solicitation posting address. The exact address
will also be included in the solicitation notice to be posted in the
Commerce Business Daily 15 days before internet release. No paper
copies of the solicitation will be available and any amendments will be
available only on the website. The pre-proposal conference is scheduled
for 4 December 1998 at Vandenberg AFB. Proposals (written portion) will
be due on 11 January 1999, with oral presentations (required) beginning
on 14 January 1999. Offerors will be informed on 11 January, after 4:00
p.m. Pacific Time, of their assigned presentation time. All Section
