MCCLELLAN, AL & REQUEST FOR EXPRESSIONS OF INTEREST SOL

seeks a qualified gas utility company to own, operate, and maintain the
gas distribution system located at Fort McClellan, Alabama. Fort
McClellan is located in northeast Alabama, immediately north of the
City of Anniston and five miles north of Interstate 20. Fort McClellan
is being closed on September 30, 1999, as part of the Base Realignment
and Closure decisions and surplus property disposed. Reuse of the
property has been planned by the Fort McClellan Development Commission.
The intent of the Government is to transfer ownership of its gas
distribution system at Fort McClellan, Alabama to a qualified provider
who has the capability to operate, maintain and provide service to
continuing federal activities located at the Fort McClellan service
area. The term qualified provider includes, but is not limited to, the
requirement that the provider be recognized by the Alabama Public
Service Commission as a qualified provider for gas services to Fort
McClellan, Alabama. All interested parties must possess the legal
authority to own and operate the gas distribution system. Transfer of
the gas distribution system will include the obligation to insure
adequate and dependable gas service to all remaining federal activities
at Fort McClellan, Alabama and those reuse activities set forth in the
Fort McClellan Development Commissions Comprehensive Reuse Plan,
November 1997 for Fort McClellan. These services shall be in accordance
with all federal and state utility regulatory agencies, the Alabama
Public Service Commission and all applicable health, safety,
environmental, operational laws, regulations and standards. It is
anticipated that a cost of service contract will be awarded for
continuing federal activities which include, but is not limited to, the
Alabama Army National Guard Training Center, Department of Justice
Center for Domestic Preparedness and the U. S. Army Transition Force.
The Government shall entertain proposals exclusively from qualified
providers who regularly engage in the business of providing gas service
in Alabama and have, or upon award of this contract shall have, a
public service obligation to provide gas service to the Fort McClellan
service area to support remaining federal activities at Fort McClellan
and those activities set forth in the Redevelopment Plan for Fort
McClellan. The gas distribution system is available under the
provisions of the Federal Property and Administrative Services Act of
1949; the Base Closure Community Redevelopment and Homeless Assistance
Act of 1994; Defense Base Closure and Realignment Act of 1990 (part A
of Title XXIX of Public Law 101-510; 10 U.S.C. 2687 note), as amended;
and pursuant to Section 2812 of P. L. 105-85 (Section 2688, Title 10).
Written expressions of interest must be submitted no later than 30
days from the date of publication of this notice. Expressions of
interest should be forwarded to U. S. Army Engineer District, Mobile,
ATTN: CESAM RE-MD, P.O. Box 2288, Mobile, Alabama 36628-0001, or by
contacting Mr. James Wagoner at (334) 690-2559. Natural gas is the
primary fuel used for about 90 percent of the heated space at Fort
McClellan. Alabama Gas Corporation by way of a 12-inch high- pressure
line that extends along Alabama Highway 21 and branches into the post
along Summerall Gate Road supplies the installation. The line then
reduces to a 10-inch diameter high pressure line that continues along
Summerall Gate Road to a metering station near 16th Avenue where it is
regulated down to medium pressure and fed into post distribution
system. The gas distribution system consists of 210,827 lf of various
sizes of gas pipelines, three gas heating plants, three plant/utility
buildings (Bldg. 503 -- 3,756 sf, Bldg. 3217 -- 300 sf, Bldg. 4479
4,680 sf) and five above ground storage tanks with a capacity of
127,500 gallons. Further details regarding the gas distribution system
