Officer The Secretary of Labor plans to attend the upcoming
Inter-American Labor Ministers Conference in South America from October
21 through 23, 1998. Contractor support is required in the following
areas: 1) IDB (Interamerican Development Bank)Finance. The contractor
will recommend programs for IDB financing to strengthen the
institutions addressing labor issues, especially in areas related to
Summit mandates in the areas of modernization, core labor standards
(including improvement of safety and health and elimination of child
labor), training, professionalization and skills improvement, and
special programs for socially disadvantaged and vulnerable groups in
the workforce; 2) Review of the program of action of CEATAL* in order
to engage the private sector in developing a common constructive agenda
to advance labor standards; 3) Improve inter-action among the IDB, OAS
(Organization of American States) and ILO (International Labor
Organization) in implementing core ILO labor standards and improving
information flows on legislative matters; and 4) Review and recommend
mechanisms to increase IDB and OAS participation to: strengthen the
capacity of the Ministries of Labor for program development and
professional research on importance of labor standards for economic
growth, promote the Tri-partite Agreements and social dialogue, and
implement a constructive agenda for CEATAL and COSATE*. Extensive
international travel by the contractor will be required; each trip to
be 3 to 5 days at the destinations. there will also need to be meetings
with the IDB, World Bank, and OAS officials and groups and with
relevant private sector groups. Reports and other materials will be
prepared for the Secretary. A purchase order to Greenberg Traurig
Consulting, Inc. for a period of performance of about six months, and
for an estimated $85,000 is contemplated, because of their unique
