SOURCES SOUGHT: This is not a notice of RFP issuance. 88th Communications Group (88CG) anticipates a competitive acquisition for services to provide for Base Level Information Management Services for Wright-Patterson Air Force Base (WPAFB), OH. This is part of a Government cost comparison to determine whether accomplishing the specified work under contract or by government performance is more economical. If Government performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded. All sources capable of providing these services are being sought. In addition to the information provided below entitled "Capabilities Package", responding parties must also indicate their size status in relation to the applicable Standard Industrial Classification (SIC) Code 8744. Only companies, including their affiliates, with an average annual receipt of $5,000,000.00 or less during the last three (3) completed fiscal years are considered small. Sources with 8(a) statusor otherwise classified as small disadvantaged businesses would state so accordingly in their response. Please address the amount and extent of subcontracting performance that your company plans to use for this acquisition and whether large or small businesses will be utilized. This acquisition is anticipated to include the following information management key areas: computer systems/networks, video teleconferencing systems, information management services, communication center services, and multimedia/visual services. Specific efforts include systems engineering, local area networks, the WPAFB Metropolitan Area Network (MAN), client/server integration and operations and maintenance; radio frequency (RF) spectrum. Operation of a service and/or help desk to process requirements, tracking and trouble reporting for all services offered. Services will include: (1) technical support (i.e., administration, database engineering, software deployment, and network implementations); (2) operational support (i.e., user support, helpdesk, field service, product support, training, and system security); (3) communication support (i.e., operations management, communication maintenance and enhancements which include voice, data and video); and (4) managerial support (i.e., project management, quality improvement, and configuration management). The overall life cycle functions done to support the systems and services include managing, planning, programming, designing, acquiring, operating, maintaining, and disposing in compliance with Department of Defense, Air Force and WPAFB architecture and standards. There are a total of 319 government authorizations in the study. The Government estimate for the above named work is between $100 -- 150 Million for the five (5) year effort. CAPABILITIES PACKAGE: All interested firms should submit a capabilities package that outlines the firm's experience and capabilities in providing all of the above mentioned services. PLEASE ADDRESS ALL AREAS. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements.
