services are required for Project SF-97-029, "Relocate Pharmacy." A/E
will provide complete design and construction period services for two
separate designs. The first is to renovate a room for a new medical
library area, and the second is to renovate the current library area
for a new pharmacy area. The project will include new and existing
furniture, carpet, automatic doors, new ceilings, paint and wallpaper,
demolition, structural check of floor loading, lights, security
alarms, drug vault, drug dispensing windows, new structural wall
system, signage, HVAC modifications, new data lines and new phone
lines. The work is located at the VA Maryland Health Care System, Fort
Howard Division, 9600 North Point Road, Fort Howard, Maryland 21052.
The construction cost is estimated between $250,000 and $500,000. The
standard industrial classification (SIC) code for this acquisition is
8712. This is an emerging small business set-aside, with an emerging
small business size standard of $1.25 million, as an average annual
revenue during the last three complete years. A/E firms meeting this
requirement are invited to submit a completed SF 254,
"Architect-Engineer and Related Services Questionnaire," SF 255,
"Architect-Engineer and Related Services Questionnaire for Specific
Project," and SF 129, "Solicitation Mailing List Application."
Certification of emerging small business status must appear on the
submission. Responses should be submitted to: Kevin R. Davis,
Contracting Officer, VA Maryland Health Care System, Fort Howard
Division, 9600 North Point Road, Fort Howard, MD 21052. Responses must
be received by October 22, 1998, at 4:30 p.m. This is not a request
for proposal. Selection will be based on the following evaluation
factors: 1. Specialized experience and technical competence of the firm
with the type of services required; 2. Specific experience and
qualifications of personnel proposed for assignment to the project and
record of working together as a team; 3. Professional capacity of the
firm in the designated geographic area of the project to perform work
(including any specialized services) within time limitations; 4. Past
record of performance on contracts with the Department of Veterans
Affairs; and 5. Geographic location and facilities of the working
office(s) which would provide the professional services and familiarity
