GLOVES, AND SOCKS -- JOINT SERVICE LIGHT INTEGRATED SUIT TECHNOLOGY

Officer (Site Code DAAN02) OTHER THAN FULL AND OPEN COMPETITION: The
Joint Services, as represented by the U.S. Army Soldier Systems
Command, intend to award sole-source purchase orders for Chemical
Protective Suits, Gloves, and Socks to each of the manufacturers who
successfully pass, and only if they successfully pass, the on-going
down-selection process (Phase I) of the Joint Service Light Integrated
Suit Technology Pre-Planned Product Improvement (JSLIST P3I) program.
This program was announced previously in the Commerce Business Daily
(CBD), and meets each of the criteria of an approved QUALIFICATION
PROGRAM, as defined in Part 9 of the Federal Acquisition Regulations
(FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
Among the firms currently participating in the Phase I testing, only
those who successfully pass the down-select process will be awarded
contracts to construct garments. The Joint Services will use these
items procured as a result of this announcement to test further the
technology comprisingthe items in a field evaluation. The items that
will be procured are as follows: Overgarment with Hood, 60 day wear;
Overgarment, Lightweight with Hood, 7 day wear; Overgarment with
Collar, FR, 30 day wear; Overgarment with Hood, FR, 30 day wear; Duty
Uniform with Hood, 30 day wear; Vapor Protective Undergarment with
Collar, 7 day wear, General Use Glove, FR, 30 day wear; High Tactility
Glove, FR, 30 day wear; and Chemical Protective Sock, 30 day wear.
These items will be used in a limited wear test and evaluation that
will result in a final down-selection of the P3I candidates, and a
listing of those candidates on a QUALIFICATION LIST. The result of
listing on the Qualification List is the ability to have the listed
technology inserted into future JSLIST production buys. Items ordered
under this announcement shall be delivered no later than 60 days after
contract award in order to meet test schedules. These items will be
constructed using the base design for the JSLIST fielded garment, with
minor modifications as necessary for improvement; gloves and socks
will be submitted in the manufacturers down-selected design. Successful
completion of this program, to include the placement of the purchase
order covered by this announcement, is based on availability of
sufficient program funds. Responses to this announcement must be in
