58 -- ACQUISITION STRATEGY FOR A COMBINED INTEGRATION OF EHF COMMUNICATIONS CAPABILITY (FORMERLY ICBM LCC EHF SYSTEM (ILES)) INTO LCCS AND VLF SYSTEM IMPROVEMENT FOR ICBMS PROGRAM POC Capt. On 14 August 1998 the Government conducted an Acquisition Strategy Panel (ASP) for the ICBM Launch Control Center (LCC) Extremely High Frequency (EHF) system (ILES) program. The ASP, chaired by AFPEO/WS, approved the recommended acquisition strategy. This acquisition strategy was recommended following positive feedback from the Industry Day conducted on 22 Jul 98 (announced in CBD under same heading on 17 Jul 98). The ILES program will be combined with an ICBM Very Low Frequency/Low Frequency (VLF/LF) requirement into a program called the Minuteman Minimum Essential Emergency Communications Network (MEECN) Program (MMP). Please see the Request For Information published on 31 Jan 97 under the heading "Integration of EHF communication capability into LCCs" and the Sources Sought published 23 Jan 98 under the same heading for additional information on the EHF portion of this program. The Government intends to fulfill the MMP requirement sole source to TRW through an in-scope change to the ICBM Prime Integration Contract (IPIC). Hanscom AFB (ESC/NDM) will maintain acquisition oversight and Ogden ALC (OO-ALC/LM3) will have contractual authority. Under the approved strategy IPIC will have total responsibility for all aspects of the MMP. The Government and TRW will execute a modification to the IPIC whereby TRW will submit a proposal to perform the MMP. The Government has the option to accept or not accept that proposal or any revised proposal TRW may submit. Effective immediately, the Government will close the ESC Request For Proposal (RFP) Library and transfer the contents to the IPIC. The MEECN Lab will be made available to industry through the IPIC.
