constitutes Amendment number 01 to the synopsis and the Request for
Quotation for RFQ# RFQ-DC-98-00227, entitled "Movie Theater Outreach
for EPA's Emergency Planning and Community Right to Know Act." (1) All
potential bidders should note the following change to the Statement of
Work (SOW). Accordingly, Task 3 and Task 4 are hereby deleted from this
requirement. Additionally, Task 2 has been edited to include specifics
as to the placement and usage of the PSA. The revised SOW is as
follows: STATEMENT OF WORK: Task 1: The contractor shall produce full
color, quality PSA still-slides for projection on commercial motion
picture screens that reflect a message(s) and format(s) to be developed
by the EPA TRI program with direct input and approval from the EPA
Project Officer. The slides shall also contain the following: (a) The
TRI-US telephone number; (b) The Envirofax web page address; (c) The
EPA emblem and TRI logo. Task 2: The contractor shall place the
produced and approved still-slide PSA's in selected theaters releasing
motion pictures containing themes involving toxic chemicals, public
health and the environment. Placement of the PSA's shall be within
markets and for time periods specified by EPA(see schedule for
commencement date). The PSA's shall constitute part of the pre-feature
program that precedes the feature films shown on each of the screens
at those theaters -- whether each screen is showing the thematically
specified film or not -- during the specified time period. At the
beginning of, or within one week following the beginning of the
specified time period when the slides shall be shown, each theater
selected to participate in the PSA program shall have at least one
screen showing a film with a theme involving toxic chemicals, public
health and the environment. The slides shall be spaced among not more
than ten other consecutive presenters on a single screen preceding a
single viewing of any of the feature films within each of the selected
theaters. The spacing of the PSA shall result in not less than 2 slide
projections (and preferably more) prior to the screening of the feature
presentation. The PSA's shall be shown over the course of four (4)
consecutive weeks, coinciding with the opening of the toxic chemical,
public health and environment theme film, in a minimum of 50 theaters
before not less than 270 screens, with a minimum total audience
exposure of 1,440,000 and minimum total impressions of 4,500,000. The
contractor shall be able and prepared to show the PSA's in theaters
which would reach an audience from the following communities (Note:
Final decision on PSA placement among the listed communities will be
determined by the Project Officer.): * Baton Rogue, LA; * Dearborn, MI;
* Reading, PA; * Richmond, CA; * East Chicago, IL/Gary, IN; * Port
Arthur, TX; * Camden, NJ; * Birmingham, AL; * Newark/Jersey
City/Elizabeth, NJ; * Santa Clara County, CA. (2) Accordingly, the
Schedule and Deliverables are amended as follows: III. SCHEDULE AND
DELIVERABLES: Task 1: 1. Development of advertising slides. Begin
within 2 weeks after award. Task 2: 1. Final selection of cities,
communities and number of theaters in which EPA TRI PSA's shall be
shown. Begin within 4 weeks after award. 2. Presentation of slides in
theaters for four consecutive weeks. Begin December 25, 1998. (Not less
than) 50 theaters = (not less than) 270 screens x avg. 3 movies/day =
810 minimum presentations per day; 810 presentations x 28 days = 22,500
minimum presentations of each of the three PSA's. (3) All potential
bidders should take note that the official closing date for this RFQ is
hereby changed to Monday, October 5, 1998 at 4:00 pm. Posted 09/23/98
