a combined Synopsis/Request for Quotation (RFQ) for commercial items in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-41. This acquisition is a 100% small business
set-aside. If inadequate response is received from small businesses,
the solicitation will be issued as unrestricted without further notice.
The SIC Code is 3728 the size is 1,000 employees. Delivery shall be FOB
destination to Andrews AFB, MD. Responses to this RFQ must be received
by 28 September 98 no later than 12:00 P.M. Eastern Standard Time.
Delivery and finance addresses will be provided upon award. Award is to
be based on the following factors: (1) Past Performance (2) Delivery;
(2) Price. The contractorshall conform to base regulation and directive
pertaining security. The contractor is not allowed to deliver/perform
on the following days: New Years Day, Martin Luther King's Birthday,
President's Day, Memorial Day, Independence Day, Labor Day, Columbus
Day, Veteran's Day, Thanksgiving Day, and Christmas Day. Statement of
Work: Courses will provide training in the following areas; Customer
service, flight safety, emergency equipment, fire fighting, oxygen
training, in-flight illness, PA drills, emergency door opening drills,
and sea survival. Training will be conducted through classroom
discussions, videos and lectures on actual aircraft crashes, and
simulator training. The 757 simulator shall have full motion and smoke
generation capability that can be used for actual cabin evacuation and
deployment of slides. Customer Service Training: 13 Hours Operation of

Training Course 12 Each Training will be conducted in a formal
classroom atmosphere where the military personnel are taught separately
from the civilian flight attendants. The 757 simulators need to have
full motion and smoke generation capabilities. Classes shall be
designed for short-notice attendance consisting of five to six FA
students per class. Classes need to be in place and ready to go by 1
October 1998. All potential contractors shall be registered on the

Contractors shall submit a Duns Number, cage code, and business size
with quotation. The wage determination to be used will be, Wage
Determination NO: 94-2103 REV (16) . The procurement herein is included
in or provided for in the financial plan for Fiscal Year 1999. No
obligations may be incurred until Fiscal Year 1999 funds have been
