synopsis/solicitation for commercial items prepared in accordance with
Federal Acquisition Regulation Subpart 12.6 for commercial items as
supplemented with additional information included in the notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. This
solicitation is issued as a Request for Quote. Solicitation number
F05611-99-Q-1836. This solicitation document and incorporated provision
and clauses are those in effect through Federal Acquisition Circular
98-07 The Standard Industrial Classification Number is 8731 and the
business Size Standard is 500 employees. Offerors must comply with all
instructions contained in provision 52.212-1, Instructions to
Offers-Commercial Items. The proposed contract action listed here is
approved sole source to Dr Ronald Humble, 3850 Topsoil Drive, Colorado
Springs, CO. Firm Fixed Price. Description: Research and project
leader on hybrid rocket engine project and moon projects. Line Item
Number 0001 project leader on research on two vital projects, Hybrid
Rocket engines and the blue moon lunar orbiter, the goal of the hybrid
engine research is to design, build, test and launch scale model
hybrid rocket engines, the goal of the blue moon lunar orbiter is to
design, build, launch and operate a small satellite to orbit the moon,
In direct support of these research projects, the project leader shall
be responsible for the successful completion of both. The project
leader shall direct all the efforts on these two research projects. The
project leader shall conduct basic research on hybrid rocket engine
design and testing with faculty at the Academy and industry. The
project leader shall provide the dept. head with a research proposal
for the hybrid rocket engine project and the blue moon project within
30 days after contract award. Each proposal shall include enough detail
to inform the reader of goals, objectives, timelines, participants,
supplies, materials, cost estimates and suggested funding. The project
leader shall report progress to the Department Head quarterly, in the
form of an informal or formal briefing as requested. Written
documentation of progress shall be submitted with the briefing as
needed, to record the details of the research. Included in each
progress report shall be a realistic estimate of the potential for
success of each project and a list of the high-risk activities that may
inhibit completion of each. The project leader shall present their
research to faculty members in research briefings occasionally and to
cadets in special upper level astronaut's classes. The project leader
shall use research on hybrid rockets and the small, satellite in
preparation for those classes. The project leader shall coordinate
their research efforts with Astro. Department Research Director, at
least quarterly. This coordination shall cover current status of both
projects, near-term activities and long-term estimates of project
completion. Once during this project coordination the project leader
shall include assistance to the research director on completing the
annual research briefing to the dean of faculty. END PRODUCTS: By the
end of the first 30 days of this contract the project leader shall
deliver a written proposal for both projects, as directed above.
Quarterly the project leader shall brief the progress on both projects
to the Astro. dept. head, as described above. The project leader shall
brief the faculty on the project status of both projects, occasionally.
The project leader shall present their research in upper-level astro.
classes. The project leader shall deliver hybrid rocket engine designs,
test data, and sounding rocket test launches using hybrid rocket
engines at least every six months, or as they are available, if more
frequently. The project leader shall deliver the blue moon small
satellite design, the satellite, test data, the satellite launched the
satellite operations as they are completed according to the schedule
in the contractors proposal. Because the launch depends on an
independent launch company, the actual launch and operations delivery
shall be coordinated with that company. Reports required on items
listed above. The project leader shall maintain their base operations
at a location of their choosing. When the contractor research is at the
Academy, the Astro. Dept. shall provide the contractor with laboratory
facilities appropriate to the project and office space for meetings,
report writing, interviewing, etc. The laboratory shall contain
necessary benches, tools, supplies, etc. for the required research. The
office space shall include a desk. chair, personal computer, telephone,
etc. for the required work. The project leader shall work as necessary
to complete the research, briefings, reports, presentations etc.
Project timelines shall drive the research schedule. Class
presentations shall be in accordance with the published semester,
academic schedule. The project leader has no restrictions on their
