The MILSATCOM Joint Program Office, Advanced Programs Division, is
seeking potential Advanced Extremely High Frequency (AEHF) Military
Satellite Communications (MILSATCOM) prime contractors. Potential
system prime contractors will be solicited to provide inputs on the
AEHF solicitation. This synopsis is for information and planning
purposes only and does not constitute a solicitation, nor is it to be
construed as a commitment by the Government. The Government will not
pay for any effort expended in responding to this notice. A draft
Request for Proposal (RFP) for AEHF System Definition is intended to be
released on or about 30 Oct 98. The Government will award up to two (2)
Advanced EHF System Definition contracts followed approximately 18
months later by a downselect to one contractor for EMD; however, other
potential offerors are not precluded from submitting proposals for EMD
and consideration will be given to all qualified offerors. Offerors who
did not perform as prime contractors under the AEHF Engineering Model
contracts, but who are interested in providing feedback on this
solicitation, must submit a statement of capabilities demonstrating
their ability to manage and execute an AEHF Engineering Manufacturing
and Development/Production contract as the system prime. Statements
should not exceed thirty (30) pages. Statements are due 30 Oct 98.
Failure to respond to this announcement does not exclude any interested
parties from participating in revision of the AEHF System Definition
RFP or bidding the AEHF System Definition Contract. The Government will
notify those interested parties who submit a statement of capabilities
of their status as an established potential system prime. Offerors
identified as potential system primes will be notified of document
availability by the government. Announcements on document availability
and the document review schedule will be posted on the MILSATCOM
Advanced Programs web site

All written comments including statements of capabilities shall be
submitted via SMC/MCKX, 2420 Vela Way Suite 1467-A8, El Segundo, CA
