Business Daily (CBD), advertising RFP DAAB07-98-R-S355 for 78 each
AN/PPX-3B Identification Friend or Foe (IFF) Interrogator Kit, is
hereby amended as follows: 1. The solicitation number is changed from
DAAB07-98-R-S355 to DAAB07-99-R-B002. All corespondence should refer to
the new RFP number DAAB07-99-R-B002. 2. The following security
requirements will apply: "Warning: This document contains technical
data the export of which restricted by the Arms Export Control Act
(Title 22, U.S.C., Sec 2751 et seq.) or Executive Order 12470.
Violation of these export laws is subject to servere criminal
penalties." a. Only offers possessing SECRET Clearance and COMSEC
Access, may receive classified portions of RFP, submit proposals or
become eligible for contract award. b. Testing the AN/PPX-3B involves
access and use of Controlled Cyptographic Government Furnished
Equipment (GFE). Department of the Army Pamphlet 25-380-2, titled
"Security Procedures for Controlled Cryptographic Items (CCI)." is
applicable. Particular attention is called to paragraph 2-3 quoted
below. 2-3. Access to CCI Access (detailed knowledge) will be granted
only to persons whose duties require access, who have a legitimate
need-to-know, and who are of the following: a. U.S. citizens who are
U.S. Government employees or are employed in support of the U.S.
Government, such as contractor employees. b. U.S. residents aliens who
are U.S. Government civilian employees or members of the U.S. Active
Army or Reserved Armed Forces. 3. The option is changed from one (1)
300% option to two (2) 100% options. 4. Based on the security
requirements and time elapsed since the synopsis was posted in the CBD
it is requested that interested sources submit their request in
writing, for the RFP. The company name, CAGE code and complete address
shall be stated in the request for the RFP. The Government will verify
that the company is cleared to receive classified material. The
solicitation issue date is estimated to be on or about 5 November 1998.
