COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 8,1998 PSA#2197U. S. EPA, Attn: Purchasing, P.O. Box 93478, Las Vegas, NV 89193-3478 A -- NOTICE OF AN INTENTION TO CONDUCT A DEMONSTRATION AND PERFORMANCE
VERIFICATION STUDY OF SEDIMENT SAMPLING DEVICES SOL NONE DUE 110298 POC

As part of the Superfund Innovative Technology Evaluation (SITE)
Program, the U.S. Environmental Protection Agency (EPA), with technical
support provided by Tetra Tech EM Inc., announces an intent to conduct
a demonstration designed to verify the performance of various
innovative sediment sampling devices under field conditions.
Contaminated sediment represents a significant environmental problem
affecting marine, estuarine, and freshwater environments. The devices
that will be tested, collect sediment samples that may be used to make
risk assessment, site characterization, monitoring, or cleanup
decisions. Many EPA Regions, several Program Offices, and other Federal
Agencies have expressed an interest in the performance of various
sediment sampling devices when tested under field conditions. To obtain
this information, the EPA will conduct a performance verification study
of commercial sediment sampling devices. At least two
well-characterized sites will be used to verify the performance of each
sediment sampling device. As part of the demonstration, each developer
will be given information on the site history and access to target
sampling areas. Analytical data from these samples and other
performance parameters such as sample volume, cost, and throughput will
be determined. During the demonstration, each technology developer will
be expected to operate its sampling device in accordance with the
experimental design of the study. The demonstration is expected to be
conducted over a 3- to 4-day period at each site. To explain the
demonstration process to potential participants, an informational
meeting will be held on November 18, 1998, at the EPA Laboratory in Las
Vegas, Nevada. Interested parties should contact one of the individuals
listed above to receive an invitation to this meeting. This notice is
one method being used to solicit interest in the demonstration which is
sponsored by the Monitoring and Measurement Technologies component
(MMT) of SITE. This program offers technical expertise and logistical
support, including access to demonstration sites. The primary goal of
the SITE Program is to facilitate the acceptance and use of new and
innovative technologies that are applicable to a wide range of
environmental problems. The EPA meets this goal by working with
technology developers and other Agencies in planning and conducting
demonstrations, evaluating the data generated, and promoting acceptance
of the technologies. The SITE Program does not offer any direct
financial support to the participants in a technology demonstration.
The developers are expected to secure the resources needed to support
their participation in the performance verification process. In
addition to a detailed technical report, the MMT provides each
participating developer with a verification statement that summarizes
the performance of the technology under the conditions of the
demonstration. Interested developers with appropriate technologies
(i.e., commercially available with proven field use) should provide a
one-page letter of interest to Dr. Joe Dauchy (Tetra Tech EM Inc.) or
Dr. Stephen Billets (EPA) no later than November 2, 1998. Posted
