NASA/GSFC plans to issue a Request for Quotation (RFQ) for providing and testing focal plane array (FPA) electronics for readout and display of Rockwell "PICNIC" FPA. The Contractor will also be required to Install and test an upgraded fanout board and focal plane array (FPA) wiring in an existing GSFC Camera Dewar, for operation of the Rockwell "PICNIC" Focal Plane Array. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Infrared Laboratories of Tucson, AZ, on a sole source basis. Only the IR Labs focal plane array electronics are compatible with the existing camera system and will operate with Rockwell's new "PICNIC" IR FPA. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
