7789 Provide A/E Design Services to develop existing general design
concepts & produce final construction documents, cost estimates &
construction period services for Project No. 534-302, Expand Specialty
Clinics. Project expands Specialty Clinics in Wing "1D" into recently
vacated Research spaces in Wing "2D". Work includes exam rooms and
minor procedure areas at the Ralph H. Johnson Dept. of Veterans Affairs
Medical Center, Charleston, SC. SIC: 8712. Disciplines involved may
include, but are not limited to: Architectural, electrical, mechanical,
industrial hygiene, and interior design. Industrial hygiene and limited
interior design services will be required during preparation of
construction documents. All professional services including industrial
hygiene and interior design shall be a part of the design team
announced in the SF 254's and 255's. Specific evaluation factors, not
in priority order shall be: 1) Professional qualifications of the
entire team in areas necessary for the satisfactory performance of the
required services. The team will be give particular attention for its
overall coordination; previous experience in working together as a
team; and estimating capabilities. Individual members of the team will
be considered for their professional qualifications and experience
relevant to the project. 2) Specialized experience and technical
competence by all members of the team in health care facilities, with
examples of similar type project designs. 3) Prior experience by all
members of the team in the design of alterations, maintenance and
repair projects, development of conceptual designs, and preparation of
construction documents including, estimates and specifications. 4)
Experience of team members in the coordination of architectural
finishes; particularly within the limitations of an Interior Design
Masterplan. 5) Capacity of all members of the team to produce
construction documents by June, 1999, and a demonstrated ability to
design within a given budget. 6) Past performance of all members of the
team on contracts with Government agencies as well as private industry,
in terms of cost control, quality of work, and compliance with
performance schedules. 7) Location of principle firm within a one
hundred fifty (150) mile geographical radius of Charleston, SC. 8)
Computer Assisted Drafting (ACADR13) capabilities. Graphic information
will be provided to the A/E and returned to the VA in AutoCAD Release
13 format. A/E firms are required to responde in writing if interested
and shall submit a completed SF 254 and 255. SF 254's are NOT kept on
file at this VAMC. Firms responding to this announcement by close of
business, (4:30 pm, Charleston, SC, time) Nov. 12, 1998, will be
considered. Firms selected for interview will be requested to present
their approach for this project and demonstrate their experience. This
is not a request for proposal. Contract award is subject to the
