Technology (NIST), Electromagnetic Technology Division, Superconductor
Interfaces and Transport Measurement Group, proposes to negotiate on
a sole source basis under authority of 41 U.S.C. 253(c)(1) with Dr.
Yizi Xu for work on NIST's High-Temperature Superconductor Interface
Resistance Noise-Project involving the measurement and characterization
of low-frequency noise of high-temperature superconductor/noble-metal
junction interfaces. Specific tasks will include: (1) Systematic
measurements of low-frequency noise in high-temperature superconductor
YBCO/Au junctions; (2) analysis of available data on transport and
noise behavior; (3) development of models for interface transport
mechanism to explain the transport data of YBCO/Au junctions; (4)
analysis of noise data with the model; and (5) fabrication of YBCO/Au
ramp- edge junctions with tunneling along the ab-plane of YBCO and
systematic characterization of the transport and noise properties of
the ramp-edge junctions. This work will be a continuation of the
research in progress which Dr. Xu began as a postdoc in the
Professional Research Experience Program at NIST and the University of
Colorado. Successful completion of the project requires a strong
background in the general theory of superconductivity, electron
tunneling and hopping via localized states in amorphous silicon,
high-temperature superconductors and their interfaces, and Lab VIEW
programming. This procurement is being conducted pursuant to Simplified
