The Naval research Laboratory has a requirement for research and development services involving a wide range of technical activities that include basic research, advanced concepts development, promotion of innovative technology, design, fabrication and testing of complex systems (including hardware and software) and detailed analyses. Specific areas of interest include proof of concept design and fabrication, demonstration of innovative solutions for wide area remote sensing, and surveillance of the world's oceans, complex receiving and transmitting systems and systems architecture engineering needed for continued advancement in space, air and terrestrial systems and related technology development. Specific tasks include Data Analysis and Evaluation of electronic intelligence (ELINT) data, Advanced Sensor Fusion and Prototyping, Airborne System Development, Integration and Test to exploit ELINT techniques, Data Collection, Test Support and Equipment Operation to provide ELINT research data of commercial and other emitters and Quick Reaction Capability Feasibility Studies in specific space technology. The period of performance will be one (1) year with (4) one-year options. SECRET Facility and Personnel clearances will be required prior to award.
