The U.S. Army intends to negotiate a supplemental agreement with Hunt Building Corporation under Contract No. DACA83-98-C-0009, FY98 FHNC PN 39037, Replace Family Housing, Area "U" Schofield Barracks, Oahu, Hawaii. A Justification and Approval citing 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements," has been approved. Work under the proposed supplemental agreement includes the construction of four (4) additional family dwelling units as part of ongoing construction. This additional work is based on a conditional exemption from State of Hawaii general excise tax (GET) for Contract No. DACA83-98-C-0009. On August 20, 1998, Hunt Building Corp. obtained a conditional exemption from general excise tax, provided that the cost savings resulting from the GET exemption shall be used for the construction of additional military family housing units in Hawaii. The U.S. Army has determined that it is in its best interest to have the work performed concurrently with the work being performed under Contract No. DACA83-98-C-0009 by Hunt Building Corporation, and that it is impracticable to have two prime contractors concurrently working in the same physical location for reasons of maintaining security of the facility and its contents, coordination of the work items, and timely completion of all work. The estimated cost of the proposed project is between $500,000.00 and $1,000,000.00. See Note 22. Posted 10/15/98 (W-SN262653). (0288)
