the ability to provide residential contract secure juvenile contract
facility services for male and female Juvenile Federal offenders in the
Eastern District of Michigan are requested to give written notification
(including complete name and address, telephone number and contract
person) to the Contracting Officer listed in this notice. The counties
included in the Eastern District of Michigan for the purpose of this
solicitation are: Midland, Shiawassee, Tuscola, Lapeer, Oakland,
Livingston, Ingram, Bay, Macomb, Jackson, Washtenaw, Wayne, Monroe,
Lenawee, Saginaw, St. Clair, Huron, Sonilac and Genessee. A proposed
place of performance in any of the above counties would be acceptable.
Services required for male and female juveniles include care, custody,
control, accountability and treatment, to include furnishing of
subsistence and medical services, except the expense of hospital,
surgical, prescriptions, and dental treatment. The services described
shall be in accordance with the Federal Bureau of Prisons' State of
Work, "Contract Secrure Juvenile Facility" dated March 6, 1998. No
operational motel/hotel will be considered as a facility for this
requirement. A firm-fixed price, requirements contract type with a two
year base period and three one year option periods to renew is
anticipated. The estimated number of inmate days for the base period is
3,650 male and 3,650 female. The estimated number of inmate days for
option year one is 1,825 male and 1,825 female. The estimated number of
inmate days for option year two is 1,825 male and 1,825 female. The
estimated number of inmate days for option year three is 1,825 male and
1,825 female. The estimated Request for Proposal issue date is December
8, 1998. The estimated Request for Proposal closing date is February 8,
1999. All responsible sources may submit a proposal which shall be
