This is a request for information only (RFI). There is no solicitation
package available. Dover Air Force Base DE is requesting Sources
Sought on commercial travel service for Dover AFB, McGuire AFB, Lajes
AFB and satellite locations. This notice is to identify potential
offerors and solicit industry comments and questions. The government
does not intend to pay for any information provided. The requirement is
set aside 100% for small business. The standard industry code (SIC) is
4724 and the size standard is $1,600,000.00. Estimated revenue for a
five-year contract is $5,000,000. The Government intends to award a
requirements contract. Two separate contracts will be awarded for
official travel and leisure travel. A concession fee or discount of 0%
will not be considered. The proposed initial contract period will be
for 18 months, with additional option periods of 6 months each. If,
during the life of the contract, the DoD implements the Defense Travel
System and is able to provide Dover AFB with travelservices under the
new system, some or all options may not be exercised. Additionally,
the Defense Travel System may be implemented by geographical boundaries
that do not coincide with the cluster of installations as depicted
above. To that end, Dover AFB's travel requirements shall be obtained
through the DoD contract upon expiration of the initial or any option
period. The method for calculating discounts the contractor provides to
the government on official travel has been revised. The revision calls
for the contractor to provide a discount to the Government based on a
percentage of the total airline commissions received by the
contractor, rather than a flat (unchangeable) discount based on a fixed
percentage of total airline ticket sales. This will provide an
automatic adjustment in the event of future industry changes (up or
down) to the commissions travel agents receive. Concession fees paid by
the leisure travel contractor, however, will continue to be calculated
on gross sales of leisure and officialtravel. We are interested in
knowing whether a small business can recoup their leasing, equipment
and licensing costs in an 18 month time period. This office must
