The Space and Naval Warfare Systems Command (SPAWAR) intends to award a cost plus fixed fee level of effort contract to perform an organizational review to determine the optimal organizational structure, staffing, and processes for SPAWAR Headquarters and the Program Executive Office-Space, Communications and Sensors (PEO-SCS). The period of performance and level of effort will be determined by the offerors based upon their development of the statement of work, plan of action and milestones, and contract data requirements list submitted in response to the Statement of Objectives provided in the solicitation. This procurement is 100% set aside for small business. For the purposes of this procurement, a "small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding, and qualified as a small business under the applicable Standard Industrial Classification (SIC) Code. The SIC code for this effort is 8742 and the small business size standard is annual average gross revenue for the past three years of no greater than $5 million. Additional information regarding small business size standards and definitions may be found at Federal Acquisition Regulation Part 19. Oral presentations will be part of the evaluation and are planned for the month of January. It is estimated the solicitation will be available on or about 7 December 1998, the closing date is estimated at 04 January 1999.
