(DEA) intends to negotiate on a sole-source basis with Center for
Strategic Management (CSM) for assistance in developing strategies for
the implementation of the Government Performance and Results Act
(GPRA) of 1993. The contractor will furnish expertise, allocate staff
resources, and provide appropriate deliverables necessary to assist in
developing DEA's Five Year Strategic Plan (2001-2005) and validating
the performance indicators in DEA's Fiscal Year (FY) 2000 Annual
Performance Plan, as submitted in its FY 2000 budget request to the
Office of Management and Budget (OMB). Included in this effort is the
requirement to conduct a five-day strategy development session for each
of DEA's Core Business Systems: Enforcement of Federal Laws and
Investigations, Investigative Support, and Program Direction. The
contractor will also assist DEA personnel in developing appropriate
materials for presentations and assist in identifying and analyzing
appropriate performance indicators. Minimum requirements include: (1)
Contractor must be familiar with implementing GPRA in a federal law
enforcement environment; (2) Contractor must be located in the
Washington D.C. metropolitan area due to security and close involvement
of local area personnel; and (3) Contractor personnel must have or be
able to obtain security clearances in order to operate in a classified
work environment. Any firms desiring consideration must fully address
their capabilities to perform the mandatory requirements addressed
herein in writing and submit to the Contracting Officer within 15
calendar days of the CBD notice date. See notes 1, 13, 22 and 26.
