A -- MISSILE DEFENSE SCIENTIFIC, ENGINEERING AND TECHNICAL ASSISTANCE, INDEPENDENT PROGRAM ASSESSMENT SERVICES SOL NA POC POC: Ms. Anne Terry, (703) 604-4459, BMDO Reference Number: BMDO 99-02 The Ballistic Missile Defense Organization (BMDO) intends to award a sole source contract to Bunyard Enterprises Inc. (BEI), for Independent Program Assessments (IPA). This effort is a follow-on to the current BEI IPA contract, HQ0006-94-C-0015. This contract will be a cost-plus-fixed-fee contract with a two-year base and three one-year options. The IPA contract provides BMDO senior executive management with extensive organizational development and acquisition experience to assist in assessing the roles, functions, and operations of Ballistic Missile Defense (BMD) programs. The contract includes an Organizational Conflict of Interest (OCI) clause PRECLUDING the contractor from performing as a prime contractor or subcontractor on any other BMD contract in the BMDO or on contracts with BMDO executing agents in the military services. This restriction, which BEI has been under since January 1994, is imposed as the contractor must be fully independent and free of all actual and potential organizational conflicts of interest. Currently, both the Theater Air and Missile Defense (TAMD) and National Missile Defense (NMD) programs are in extremely dynamic phases to achieve ambitious schedules. Only BEI can provide the seamless support to ongoing BMD programs without start-up delays for staffing, familiarization, training, or mitigating existing or potential OCI issues, based on its incumbent status and its extensive and comprehensive experience with BMD, TAMD, NMD and related programs, under the existing OCI restriction. The IPA contractor must provide senior staff with advanced degrees in fields related to their respective functional areas, have graduated from the Defense Systems Management College, Program Management Course (or equivalent). Senior staff members must have a minimum of twenty years experience in their respective functional areas including first hand experience as a Program Executive Officer or Program Manager for a Department of Defense (DoD) system or equivalent experience and have experience in presenting programs to senior officials at the presidential appointee level. Only BEI has the senior executive level staff, already constrained by the existing OCI restrictions, experienced with program and project management including research and development, system design and fabrication, logistics support, configuration control, test and evaluation, and program control. This staff has demonstrated the capability to integrate organizational development and systems disciplines with acquisition principles, and is intimately familiar with DoD acquisition procedures, processes, and regulations particularly as they apply to missile defense systems and their associated battle management, command, control, and communications. No other contractor can meet the highly restrictive OCI requirements and environment demanded by the IPA effort and provide the seamless support to ongoing BMD programs in a timely manner, without extensive delays for mitigating existing and/or potential OCI issues.
