Request for Quotation (RFQ) for the purchase of a Hewlett Packard 4156B
Precision Semiconductor Parameter Analyzer, 1fA measurement resolution.
Includes: four 3.0m Kelving traix cables, four coax cables, one
Interlock cable, I BASIC, keyboard, and manuals; option for 60Hz line
frequency; and training kit (includes text book (non-dust paper), demo
disk, and demo devices (packaged)). RFQ will also include Hewlett
Packard 16493C Triaxial Cables (Option 002). This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC
intends to purchase the items from Hewlett Packard Company, as this
equipement is the standard used in the Component Technologies and
Radiation Effects Branch for the kind of test and analysis done in that
branch, and is the only equipement which meets our requirements. The
Government intends to acquire a commercial item using FAR Part 12. Any

days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities with
respect to providing such items. Such qualifications/capabilities will
be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
ARE NOT acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
Ombudsman has been appointed. See Internet Note "B". Interested firms
who feel they can submit a qualifications/capabilities statement must
demonstrate in their response how they can meet the following
