personnel, equipment, materials, and facilities to accomplish all
assignments set forth on individual delivery orders on a quick reaction
basis. Requirements consist of (a) topographic, site investigation,
layout and as-built surveys and related field measurements including
CADD drafting, engineering and production of record drawings and
reproduction as required; (b) materials testing including laboratory
and field analyses of soil, concrete, paving materials, aggregate,
steel, welding and other construction materials to assist the
government in engineering analyses and determination of contract
specification compliance; (c) reports and analysis consisting of
geotechnical, structural, and civil efforts, and (d) small design
efforts consisting of geotechnical, civil, structural designs to assist
in resolving field related construction problems. An indefinite
quantity contract will be negotiated on a fixed price open-end basis,
not to exceed $500,000 for a five year period of performance with a
guaranteed minimum dollar amount of $5,000. Delivery orders ranging in
value from $500 to $100,000, but generally not to exceed $50,000 each,
will be issued in conjunction with a specific scope of work. The above
project will be conducted on a full and open competitive basis. This
is not a request for proposal. Firms responding to this announcement
shall have a currently accurate Standard Form 254(SF-254) on file at
this Center, or submit a SF-254 with their SF-255 in their response to
this advertisement. In addition to providing information about the
project owner's name and address, as required in Part 8 of the SF 255,
you are also required to include the name of the owner's Project
Manager and current telephone number for reference check purposes. The
names of selected firms will be published in the Commerce Business
Daily. The NASA GSFC Architect and Engineer Selection Board shall apply
the following general criteria; (a) specialized experience of the firm
in the type of work required;(b) capacity of the firm to accomplish
the work in the required time; (c)past experience, if any, of the firm
with respect to performance on similar contracts with NASA, other
government agencies, and private industry, including such factors as
control of cost, quality of work, and ability to meet schedules; (d)
proximity of the firm to the general geographical area of the project,
provided that there is an appropriate number of qualified firms
therein for consideration;(e) familiarity with the area in which the
project is located; (f) volume of work previously awarded to the firm
by NASA with the object of affecting an equitable distribution of NASA
Architect and Engineer contract to firms that have had no prior or
recent NASA contract and (g) general criteria: PARTICULAR EMPHASIS ON
SURVEYING, MATERIAL TESTING CAPABILITIES ASSOCIATED WITH FACILITIES.

Provisions of Note 24 apply to this notice except that (a) in the
sentence beginning with "Selection of firms for negotiation...", the
fourth additional consideration listed is changed to read:"(4) past
experience, if any, of the firm with respect to performance on similar
contracts with NASA, other Government agencies, and private industry,
including such factors as cost control, quality of work, and ability
to meet schedules; and (b) in the last sentence, "National Aeronautics
and Space Administration" is substituted for "Department of Defense."

not intend to acquire a commercial item using FAR Part 12. The SIC
Code and Size Standard are 8712 and $2.5M, respectively. The DMS Rating
for this procurement is DO-C9. All qualified responsible sources
