BACKGROUND: The U.S. Air Force, Air Combat Command (ACC), is tasked with the operations, maintenance, and support of the Tethered Aerostat Radar System (TARS). The primary mission of TARS is to support the U.S. Customs Service, the U.S. Coast Guard, and the North American Air Defense Command (NORAD) in counter-narcotics and drug surveillance missions in support of U.S. national security objectives. The program consists of 11 sites located along the southern border of the United States and in Puerto Rico. On 2 Jun 98, a sources sought CBD notice was issued for a TARS mooring system modification to replace winch-trucks at the four existing 420K sites with fixed-mooring system configurations. Due to a change in program direction, ACC now intends to initially accomplish the conversion of the existing 71M TARS sites to fixed 420K platforms. POTENTIAL NEED: This project will involve the conversion of six existing 71M sites to a configuration that will support 420K aerostat/L-88A radar operations. Existing 71M fixed mooring systems shall be modified as required to support 420K aerostats. The reconfigured mooring systems shall be equipped with a tether that is suited for 420K aerostat operations and is compatible with the existing winch systems. The reconfigured mooring systems will be required to insure airborne equipment and payload packages (radar) can be easily serviced and removed. Site infrastructure must be modified as required to integrate with mooring systems reconfigured for 420K operations. INDUSTRY INPUT: In conjunction with the Jun 98 CBD notice, Industry discussions were held in Aug 98. Potential offerors were given the opportunity to meet with Government representatives to discuss mooring systems. Although the program direction has changed, the information gathered in these meetings may also be useful in this project. Potential offerors should advise the Government if they believe further industry sessions are necessary. Offerors who did not participate in the August meetings are still welcome to participate at this time. ACC continues to accomplish market research in an attempt to promote full and open competition to the maximum extent practicable and to define our requirements in terms that will enable and encourage offerors to supply commercial items/services, if possible.
