serves as "Notice of Intent" to issue a purchase order under the
Simplified Acquisition Procedures to Information Handling Services on
a SOLE SOURCE basis for the renewal of a 25 User License for the
Internet Vendor Catalog Service. This requirement is determined to be
available from only one source because of the unique features and the
proprietary nature of the software. The period of performance is 1 Jan
99 through 30 Sep 99. The proposed contract action is for internet
services for which the Government intends to solicit and negotiate with
only one source under the authority of FAR 6.302. Interested persons
may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received no later
than 4 Dec 98 will be considered by the Government. A determination by
the Government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. All potential offerors should contact the buyer/PCO
identified in this notice for additional information and/or to
communicate concerns, if any, concerning this acquisition. If your
concerns are not satisfied by the contracting officer, an Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of an acquisition. The Ombudsman
does not diminish the authority of the program director or Contracting
Officer, but communicates Contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentially as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
parties are invited to call the SA-ALC AcquisitionOmbudsman at AC
