The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Batson & Associates, 5526 Uppingham Street, Chevy Chase, MD 20815 to design and develop a Leadership and Management Development Program for NIST. This requirement is for a twelve month period of performance. FOB Destination. No solicitation package will be issued. A Request for Quotation (RFQ) will be issued to Batson & Associates. The Contractor is the only vendor capable of performing this service because the vendor has an in-depth knowledge of NIST's organization, management structure and professional atmosphere for scientific and technical research. They have developed an understanding of the unique culture and environment within NIST through previous contract relationships within the Laboratory programs of NIST. Batson has extensive experience in training and organizational development projects. They are a group of highly experienced senior professionals with an organizational development perspective and in-depth skills in both program design and delivery. Their team approach provides NIST with maximum expertise and consultant accessibility for the life of the project. It would not be possible for another vendor to achieve this level of understanding in the time required for the completion of this contract.
