This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Quotation (RFQ) number is DAAE07-99-Q-Q003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46, dated 17 Mar 97. The associated standard industrial classification code is 7379, with a size standard of $18.0 million. The requirement is for 1 year subscription services for the following CD-ROM databases: General Business File/ASAP, General Reference Center, Health Reference Center-Academic, Expanded Academic ASAP, PROMPT, Computer ASAP, Books in Print, Pro CD Phone, & SuperTom. No options will be included. The CD-ROM databases must 1) offer retrospective & current information, 2) be updated monthly, 3) operate in DOS environment, 4) have telephone support, 5) have on-screen instructions at any time during the search process, 6) have option of downloading retrieved iuformation, 7) be searched by logical or boolean operators, 8) have wildcard and truncation techniques available, 9) have nesting techniques when performing keyword searches, 10) allow switching between citation and full record format in the display option, 11) mark subjects, related subjects, and subdivisions in linking options, 12) have the citations/articles located by searchers available on microfilm. Services are for the US Army Garrison-Selfridge Library, AMSTA-CYARL, Selfridge ANG Base, MI and the performance period will begin 01 Feb 99. FOB Destination will apply. The following factors shall be used to evaluate offers: i) technical capability of the service offered to meet the Government requirement and ii) price.
