13 -- 0.50 CALIBER ARMOR-PIERCING AMMUNITION SOL N00178-99-Q-1002 DUE 120798 POC P. A. Canciglia, Contract Specialist, Code SD110 or Paul Learn, Contracting Officer, Code SD11 on (540) 653-7478 WEB: NSWCDD Procurement Division Homepage, http://www.nswc.navy.mil/supply. E-MAIL: Questions concerning Sources Sought N00178-99-Q-1002, cancigliapa@nswc.navy.mil. The Naval Surface Warfare Center, Dahlgren Division is conducting a market research to determine the commercial availability of 0.50 Caliber Armor-Piercing Ammunition capable of being used in the M2HB Machine Gun. It is desired that the ammunition be available for initial delivery in April of 1999. The ammunition must be waterproof and capable of penetrating a multiple plate target that represents a small boat threat. The projectile should be environmentally safe and match the exterior ballistics of the MK211 Semi-Armor Piercing, High Explosive Incendiary (SAPHEI) cartridge to a range of 1200 yards. The MK211's exterior ballistics can be summarized by its time of flight (TOF) in seconds and its average drop in elevation in inches at: 300 yards -- TOF 0.34 seconds and 20.6 inches of drop; 600 yards -- TOF 0.72 seconds and 91.8 inches of drop; 900 yards TOF 1.18 seconds and 231.7 inches of drop; and 1200 yards TOF 1.71 seconds and 465.9 inches of drop. The candidate .50 Caliber Armor-Piercing Cartridge should have a ballistic dispersion comparable to the MK211 Cartridge, which is 12 inches mean radius or less (6 inch mean radius desired) at a horizontal range of 600 yards. It is also requested that a ballistic match, traced version of the 0.50 Caliber Armor-Piercing Cartridge be available with a visible trace to a range of 1400 yards. The NSWCDD point of contact is P. A. Canciglia. The closing date of this request is 7 December 1998. Companies with ammunition in production that would be available in the timeframe noted above should provide design characteristics, performance data and a ROM cost estimate which includes both unit and total prices indicating available quantity discounts to: Contracting Officer, Attn: P. A. Canciglia/Code SD112/Bldg 183/Room 102, Naval Surface Warfare Center, 17320 Dahlgren Road, Dahlgren, Virginia 22448-5100.
