R -- BUREAU OF PRIMARY HEALTH CARE (BPHC) HEALTH CENTER FACILITY LOAN GUARANTEE PROGRAM BUSINESS CONSULTING CONTRACT SOL HRSA 232-BPHC-1(9) POC Helene Braun, Contract Specialist, (301)443-5131 The Health Resources and Services Administration (HRSA) proposes to negotiate a contract on a sole source basis with Capital Link, Inc., 100 Boylston Street, Boston, MA 02116, to continue to provide business consulting services to Community Health Centers (CHCs) undertaking facility projects. Capital Link, Inc. is a private nonprofit organization whose mission is dedicated to the construction and improvement of facilities for Community Health Centers which provide primary health care services to patients regardless of their ability to pay. Capital Link, Inc., which has provided these services to HRSA and the CHCs under competitive grants, is uniquely qualified to perform this work and the only source available capable to continue the provision of business consulting services in conjunction with the implementation of the Bureau of Primary Health Care's Facility Loan Guarantee Program. Based on the above, Capital Link, Inc. is deemed the only responsible source capable of providing the required work and services as set forth in 41 U.S.C.253(c)(1) -- only one responsible source.
