NOTICE AND THIS PROJECT IS SET-ASIDE FOR SMALL BUSINESS IF SUFFICIENT
INTEREST IS GENERATED FROM THIS NOTICE. SMALL BUSINESSES ARE REQUIRED
TO SUBMIT THE FOLLOWING: (1) BONDING CAPABILITY AND (2) PAST
PERFORMANCE INFORMATION TO THIS OFFICE NO LATER THAN NOVEMBER 30, 1998.
IF ENOUGH INTEREST IS NOT RECEIVED FROM SMALL BUSINESSES, THE
SOLICITATION WILL REVERT TO "UNRESTRICTED" INVITING FULL AND OPEN
COMPETITION. THIS INFORMATION WILL BE PUBLISHED IN THE CBD SYNOPSIS. --
The work includes the construction of a two story addition to Building
130H, the existing Corpsman "A" School at the Naval Hospital, Great
Lakes, IL. The addition will be of permanent construction with
brick/CMU cavity walls, concrete and steel frame, concrete slab on
grade, CMU and gypsum board/metal stud partitions, and a nominally flat
roof with modified bitumen roofing. Ceilings will be primarily
acoustical lay in and some gypsum board. The addition will be
approximately 42,780 square feet in area and willcontain student
laboratories, lobby, and storage area. Electrical, telephone, fire
alarm, automatic fire protection, water distribution, storm sewer,
sanitary sewer, and HVAC will be provided. Site Improvements include
landscaping, new walkways, six new paved parking spaces, and a screened
and paved trash receptacle area. The project includes incidental
related work. This project is based on 100% design plans &
specification. -- This solicitation is formatted as a Request for
Proposal (RFP) in accordance with the requirements designated by the
Federal Acquisition Regulation (FAR) Part 15 for negotiated
procurements utilizing Source Selection procedures of FAR 15.3. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose proposal conforms to this solicitation
will be the "Best Value" to the Government, price and technical factors
considered. Offers will be evaluated on the following factors: Factor
A-Past Performance and Relevent Project Experience; FactorB-Technical
Requirements: Subfactor 1-Project Organization, Quality Control and
Safety and Subfactor 2-Contract Information Management System; and
Factor C-Small Business Subcontracting Effort. -- Estimated proposal
due date is February 1, 1999. -- Offers WILL NOT be publicly opened.
The number of offers received, the identity of offers received, the
amount of any offer or relative standing of the offers WILL NOT be
disclosed to anyone until time of contract award. -- The estimated cost
is between $5,000,000. and $10,000,000. -- This is a firm fixed-price
contract. The performance period is 365 calendar days. -- The SIC code
is 1542; size standard is $17.0 million; the FSC Code is Y149. --
