Purchasing Agent, 805-982-3993 Solicitation for services to identify
and track proposed state environmental legislation and regulatory
actions. The contractor will monitor anticipated and proposed State
environmental legislative and regulatory actions including requirements
of local agencies such as air and water districts, across all
environmental media, that may impact Department of Defense (DOD)
operations in the areas of concern. This solicitation will require the
submission of twice monthly summary reports via electronic mail using
Microsoft Word word processing software; provide interim notification
via e-mail when time sensitive issues of significance arise; telephone
conference with DoD representatives and, when requested, provide copies
of proposed or final regulations, statutes, legislative proposals,
policy documents, and other associated documents either by facsimile or
electronic mail transmission. Subject to having sufficient Navy
funding, the contractor will be requested to provide this service for
the States of Arizona, California, Hawaii, Nevada, Washington, Florida,
Connecticut, and New Jersey, Puerto Rico, Texas, New York, Maine, Rhode
Island, Vermont, New Hampshire, and Massachusetts. The contractor
should be capable of providing this service for any of the fifty
states, and the U.S. Territories of Guam and Puerto Rico. Personnel
performing Legislative monitoring must have supporting experience such
as having served in staff positions on state legislatures. Personnel
performing regulatory monitoring must have at least a year of
experience as an environmental attorney or as an environmental
regulatory expert. Award will be based on best value. Factors to be
considered in contract award are (1) whether the contractor understands
the requirements, and meets minimum qualifications to perform, (2)
whether the contractor is already performing legislative and regulatory
monitoring in these areas -- particularly so as to be in position to
cover the 1999 legislative sessions as they begin (3) price, (4) the
contractor's past performance and any additional indications of work
quality, and (5) whether the contractor represents the best value for
the Navy. Prospective quoters must be available for possible
