The U.S. EPA under the Simplified Acquisition Procedures of FAR Part 13 intends to issue a sole source purchase order to the New Jersey Department of Environmental Protection to evaluate pesticide management practices on golf courses in the reduction of pesticide residues introducted into surface water systems. This requirement was originally conducted under Grant Proposal Procedures. A call for proposal was issued on June 30, 1998 to all State and Tribal Lead Agencies and EPA Regional offices responsible for pesticide programs, with proposals due no later than August 15, 1998. The Call for Proposals contained evaluation criteria and submitted proposals were evaluated based on that criteria and the New Jersey Department of Environmental Protection was selected to award. Due to the level of input required from the U.S. EPA for this project, this requirement was converted from a grant proposal to a simplified acquisition. The EPA is FACNET certified.
