Covington (404) 562-8387 The EPA Region 4 has a total Small Business Set-Aside requirement for the preparation of elements or chapters for NEPA studies. Such studies will be subsections of Environmental Impact Statements (EISs) or Environmental Assessments (EAs). The studies will assist the EPA in complying with the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations, Section 309 of the Clean Air Act, and other public health-related studies under statutes not subject to NEPA, but which may be NEPA-related; such as: watershed basin studies; water quality studies, including nutrients and pollution; sensitive resources, including, wetlands and floodplains; quality of marine and fresh water systems; and vegetation evaluations. Offerors will be required to demonstrate the following minimum qualifications: Experience with and understanding of the NEPA process; experience with and understanding of the public participation process; experience and quality of personnel; and accessibility andcapability relative both to project management and contract management. It is anticipated that the contract will provide for a 1 year base period and (4) additional one-year option periods. The anticipated date for release of the Request for Proposals is on or before December 4, 1998. Proposals will be due approximately 40 days thereafter.
