The U.S. Fish and Wildlife Service invites offers on a proposed contract for the design, fabrication and installation of exhibits for the Great Falls Discovery Center at the Silvio O. Conte National Fish and Wildlife Refuge located in Turners Falls, MA. The project consists of design, fabrication and installation of exhibits for a 9,500 square foot building. A firm-fixed price contract is anticipated. Evaluation criteria in descending order of importance are: (1) Technical-45 points: Examples and descriptions of innovative approaches to natural resource interpretation, design, models, illustrations, graphics and mixed-media audio-visual productions proposed for this project (15 points); Ability to demonstrate proficiency in state-of-the-art natural resource interpretive exhibit development (15 points); Qualifications and experience of key personnel in the areas of creative and technical expertise required, including subcontractors to be used on this project (15 points). (2) Cost-30 points. (3) Past Performance-15 points: Project management experience of the personnel to be used on this project, within the last five years. This shall include effectiveness of these personnel and firm(s) in developing design and fabrication alternatives within budget and completion of contracts of this type and size on schedule (10 points); Submittal of letters of recommendation and awards which address communication between the firm and the client and which address the interpretive effectiveness of the exhibits (5 points). (4) Management-10 points: Ability and resources to design, construct, install, control quality, control cost and manage subcontractors and customer requirements for this exhibit project.
