of Energy (DOE), Idaho Operations Office, is seeking competitive offers
for a performance-based management contract to manage and operate the
Idaho National Engineering and Environmental Laboratory (INEEL). This
acquisition will be on an unrestricted basis, and DOE encourages offers
from commercial for-profit, and nonprofit organizations and
universities. The contract will be a cost-plus-award-fee type for a
five-year period with a unilateral extension option (solely at the
Government's discretion) for up to an additional five-year period. The
contract will implement the principles of DOE's Contract Reform
initiatives. In addition to the award fee provisions of the contract,
offerors must be willing to enter into performance-based incentive fee
arrangements to assure a "pay-for-performance" concept is implemented
in this contract. The INEEL is located on an 890 square mile site in
Southeastern Idaho. The INEEL is a science-based, applied engineering
national laboratory with DOE's Office of Environmental Management (EM)
as its present lead office. It couples scientific, engineering,
systems, and business management expertise through operational
excellence to execute multi-programmatic missions for the Department of
Energy. During the INEEL's history, Nuclear Energy, Defense, and Energy
Efficiency have all sponsored major efforts in R&D, testing, and
operations. The EM Program now constitutes the major portion of current
and future missions, although other user organizations utilize the
unique facilities and operations that comprise the INEEL. The primary
focus for this contract will be to execute the EM Program's cleanup
missions with the integral support of INEEL's research and development
capabilities, while aggressively expanding the INEEL contributions to
EM nationally and other program customers, to significantly develop
and grow the laboratory. The INEEL also serves as the lead laboratory
for DOE's Office of Nuclear Energy, Science and Technology, and it is
planned that the INEEL will increase its contribution to broader
national environmental and energy missions. Technology leveraging and
local and regional economic development are significant themes of this
solicitation. Management of the site includes provisions for
utilities, medical services, bus transportation, cafeteria services and
other general infrastructure support to other tenants at the site. In
addition, there is work for other government and private entities
performed under "Work-For-Others" provisions. The value of the contract
for the basic five-year award period will be approximately $3 billion.

the agency as they are developed. It is anticipated that the final
solicitation will be available on the above website on or about January
