communication directives, cable television providers must have a
franchise, license, and base access letter in order to provide service
(including satellite dish service but not including digital access
where no cabling is required) to any location on Sheppard AFB including
military family housing and dormitories. Sheppard AFB intends to grant
non-exclusive franchises, licenses, and access letter to interested
offerors meeting requirements to provide cable/satellite television
services anywhere on Sheppard AFB. In addition, Sheppard AFB intends to
award a subscription contract to provide a cable television system for
government facilities on Sheppard AFB, Texas, as follows: provide all
personnel, equipment, tools, materials, supervision, and other items
necessary to construct, install, operate, and maintain a cable
television system on Sheppard AFB, Texas. The cable system shall be
capable of providing service to various buildings located on Sheppard.
This requirement includes a basic tier ofservice which will include
all services required by the rules of the Federal Communications
Commission and any other federal law or regulation, public access
channels, educational access channels, and governmental access
channels, the retransmission of locally broadcast television signals
and other appropriate services. The basic tier of service shall be
provided to all subscribers at a set rate of basic service. The
following broad categories of programming shall be provided: (1)
24-hour news and weather, (2) sports, (3) children's programming, (4)
public broadcast services, (5) major network stations, (6) foreign
language programming. One Government Access Channel for noncommercial
use by the government shall be provided. The system shall be designed
and constructed to permit the government to originate programming for
the Government Access Channel from facilities located on Sheppard AFB.
The period of services is for a basic year and four one-year options.
The estimated performance start date is 11 May 1999. This requirement
is full and open competition. All responsive and responsible sources
will be considered. Replies to this notice are solicited from both
large and small business concerns. All requests for franchise, license,
and base access should be made in writing (e-mail or fax is acceptable)
to Harvey Scott, 82 CONS/LGCX, 136 K Avenue Ste 1, Sheppard AFB TX
76311-2746, as soon as possible. Submit your company name, point of
contact, address, telephone number, fax number, e-mail address, CAGE
code, Central Contractor Registration (CCR) database number, business
size, DUNS, and Tax ID numbers. Indicate whether you are also
interested in the subscription contract solicitation. No telephone
requests to be included will be accepted. Estimated date for release of
the subscription contract solicitation is 15 December 1998. Only
offerors who complete franchise agreements and licenses and request
base access will be eligible to compete for the subscription contract.
