(CSS) intends to issue a sole source purchase order to Applied
Research Associates, Inc. (ARA) for a feasibility study and technical
analysis related to the development of a Coastal Operations Institute
operational guidelines and procedures. The Coastal Operations Institute
is envisioned as an organization that will work in a full partnership
arrangement between Federal, State, and Local agencies as well as
academic and industrial organizations. Such an institute represents a
unique way of doing business in the DoD arena. The Coastal Operations
Institute will consist of a number of Centers (or Divisions) each
focusing on a unique technical or business area. At present, the
Coastal Operations Institute will consist of five Centers: Scientific
Diving; Simulation and Virtual Test and Evaluation; Science and
Technology; Gulf of Mexico System; and Economic Development. A
requirement exists for a detailed technical and operational analysis to
establish the Institute organizationalstructure and financial planning
approaches, operating procedures, operating guidelines, partnership
identification and certification procedures, alternative management
approaches, and milestone sequence associated with the stand-up and
subsequent operation. Only ARA can perform this effort because the
company has become a part of the Government analysis team for
converting DoD technologies into commercial and academic activities.
Only ARA possesses the unique commercial business experience and
capabilities that are of the type necessary to assist CSS in the
development of recommended operating structures, procedures, and
processes associated with the envisioned Coastal Operations Institute.
Only ARA has a demonstrated performance of converting DoD technologies
into commercial activities as evidenced by their Bio-Research
Laboratory and its applications to commercial operations. One of the
fundamental outputs of the Coastal Operations Institute will be an
application of DoD operational knowledge to commercial and academic
activities. Only ARA is uniquely qualified to accurately assess CSS
program goals and to ensure that they are in line with U.S. Navy and
DoD program goals. In summary, all documentation required to perform
this development effort was generated by ARA. ARA is the only
contractor with all the first hand, resident knowledge required to
successfully perform for the Government. In order for any other
contractor to attempt to complete this effort, they would have to
extract a myriad technical information that now only presides at ARA.
It still would be very unlikely that they would be able to perform.
