(FISC) Norfolk Detachment Philadelphia intends to competitively procure
Hospital Aseptic Management (HAMS) Services to be performed at various
domestic DoD Military Treatment Facilities (MTFs). This solicitation
will result in multiple-award indefinite delivery/indefinite quantity
(IDIQ) contracts. Specific requirements will be awarded via task orders
which will normally be competed among the selected contractors.
Specific locations of work may include Andrews AFB, Beale AFB, Edwards
AFB, Ellsworth AFB, Elmendorf AFB, McConnell AFB, Maxwell AFB, Minot
AFB, Robins AFB, Seymour Johnson AFB, Scott AFB, Sheppard AFB, Whiteman
AFB, and/or Wright Patterson AFB. The requirement will cover a maximum
of 3,000,000 square feet of MTF space to cover the anticipated
locations mentioned above (with some excess capacity for unforeseen
requirements), although orders may be placed for any domestic DoD MTF.
The contractor will establish, operate, and manage a total aseptic
management system covering the entire MTF facility/complex for both
general and critical care areas. The contractor will be expected to
incorporate into its program the latest technology emphasizing
housekeeping's role in the control of hospital-acquired infection. The
aseptic management system will include comprehensive procedures,
training programs, and an effective quality control program for the
work to be performed. Services are anticipated to be provided during a
basic period of 1 October 1999 to 30 Se ptember 2000. The solicitation
will contain one-year options for up to 48 months thereafter. A fixed
price contract will result from the solicitation. Technical risk
proposals and price proposals will be required. All responsible sources
may request a copy of the solicitation and may submit a proposal which
