The Request for Proposal (RFP) number is 1PI-R-1191-98. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquistion Circular 97-06. The Standard Industrial Classsification Code is 3499. UNICOR, Federal Prison Industries, Inc. intends to enter into a firm fixed price requirements type contract for five years with an Economic Price Adjustment after the initial twelve months and every twelve months thereafter. The item to be procured is Bar Stock- .25"X1.75"X240", HRCQ, ASTM-A36*; Tolerance on width and thickness +1/32" -- 1/32". All other tolerances per industry standards. Per ASTM- A36 structure quality plate or merchant quality square edge flat. Delivery is FOB Destination to UNICOR Federal Prison Industries, Inc., Route 5, William Penn Road, Lewisburg, PA 17837. Delivery orders will be place by authorized personnel at Lewisburg, PA and/or Central Office Staff in Washington, DC with the exception of the designated COTR. Deliveries will be on or before 30 calendar days after receipt of the order.Variations per each delivery order is plus or minus 0%. FAR clause 52.216-18, Ordering applies. Orders may be issued from date of award through five years thereafter. The contractor will only deliver items and quantities per the delivery order. The contractor will ensure wrapping and packaging of the material to prevent damage and shifting during shipment, FAR clause 52.216-21 applies. The contractor will not be required to make deliveries under this contract after 30 days after the expiration date of the contract. The delivery order limitations are a minimum quantity of 1,000 pieces and a maximum quantity of 6,500 pieces FAR clause 52.216-19 applies. The Government reserves the right to make award on the initial offer received without discussions. UNICOR will award a contract from this proposal to a responsible offeror whose proposal conforms t the requirement and is considered the most advantageous to the Government. Provisions FAR 52.212-1, Instructions to Offerors- Commercial Items applies to this acquistion. The following Best Value criteria will be used to evaluate this proposal: Price, Past Performance, and Technical. The following are addendum to FAR Clause 52.212-1: Paragraph (c) Period of Acceptance of offers; The offeror agrees to hold prices submitted in the proposal firm for 60 days from the date and time specified for receipt of proposals. Provision FAR 52.212-2, Evaluation- /Commercial Items, Price shall be evaluated by multiplying each offeror's price by the quantity taking into account any price differentials. Discounts for early payments, if offered, will not be considered in evaluation for award. Each offeror is required to provide past performance information fjor the same or similar products for two of the most recent contracts. Each reference will include the company name, address, telephone number, name of contact person, and a contract number. Vendors must include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications- Commercial Items with the offer. Any proposals that reject the terms and conditions of this solicitation or do not include the certifications and representations contained in FAR 52.212-3 may be excluded from consideration.
