202-565-4181 Landscape architecture or architecture firm to prepare the
design for expansion of the Jefferson Barracks National Cemetery
including but not limited to site development of two areas totaling 35
acres, new committal service shelters, internal roadways, landscaping,
signage, utilities, to include upgrade of the entire water distribution
system, within the 331 acre parcel of VA land, and architectural and
mechanical modifications to some existing buildings and demolition of
two (2) abandoned buildings containing asbestos and lead paint.
Required services would include preparation of design development
plans, including all appropriate architectural and engineering
disciplines, and a firm estimate of construction cost. The contract
will include a government option for contract document preparation and
construction period services. Only firms with in-house landscape
architectural services, experienced in the design of cemeteries or
similar land development park-like projects will be considered. In
addition to design capabilities, emphasis will be placed on the
estimating capabilities of the applicants. Applicants must have an
established working office within a 100-mile radius of the site of
sufficient size and experience to accomplish the work. This proposed
acquisition is a 100% small business set-aside. Firms must indicate in
response whether they meet the requirements for a small business
concern. No firm will be considered unless an application consisting of
a completed SF 255 and other evidence of experience and capabilities
the applicant considers relevant is received by the VA A/E Evaluation
& Program Support Service within 30 days of the date of this
advertisement. A current SF 254, representing and differentiating
between the personnel, experience and capabilities of all involved
offices, must be included with the application together with current SF
254s for each proposed consultant's office involved. Applicants will be
rated based on the relevant experience of both the firm(s) and assigned
individuals, the applicant's capacity to do the work, record of past
performance on VA work, geographic consideration, demonstrate success
in prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design, and participation
of minority and women-owned consultants. Award of contract is dependent
upon the availability of funds. This is not a request for a proposal.
