This Parking Structure project located at the Department of Veterans
Affairs Medical Center in Denver, CO will be developed by the Two Phase
Design Build Method for construction contracting authorized by 10
U.S.C.2305a and 41 U.S.C.253m. The Department's goal is to award, by
competitive negotiation, a single fixed price contract to a Design
Build concern with extensive prior experience in the development of
parking structures, development of fee collection methods and
calculation of suitable fees. -- This Presolicitation Notice is for
Phase One only, which will require responses to evaluation factors for
experience and capability to preform etc. and will not include cost or
price related factors. After evaluation of the Phase One proposals
three to five offerors will be selected to receive the Phase Two
solicitation materials and submit proposals which will include
responses to additional technical evaluation factors including some
schematic design solution and a cost proposal. The contract to be
procured will include all Design Build services for the project, which
consists of a new multi-story parking structure located on the west
side of the Medical Center site near Bellaire Street at 11th Avenue.
The structure is programmed for up seven levels to provide parking
spaces for 700 vehicles and will include pedestrian circulation within
the structure (stairs and passenger elevators) as well as an enclosed
connecting corridor to existing buildings. The contract will also
include demolition of existing structures, site development, relocation
of utilities, asbestos abatement, development of parking fee collection
methods and calculation of suitable parking fees. -- Cost range:
Between $5,000,000-$10,000,000 -- -Phase One Solicitation Materials
